The financial development of Travancore under Col. Munro marked a transformative phase in the state's history. Before Col. Munro's tenure, Travancore's financial system was disorganized, characterized by indigenous methods of revenue collection and administration that lacked centralized oversight. By 1810, the state faced near-bankruptcy, with revenue collection relying on local chiefs and agents, and public accounts being poorly managed. Col. Munro, appointed Dewan in 1811, implemented sweeping reforms to stabilize finances. He abolished the Valia Sarvadhikarikkar and Sarvadhikarikar offices, streamlined administrative roles, and reorganized the finance, treasury, and revenue departments into distinct entities to enhance efficiency. A Central Huzur Treasury was established, consolidating all state revenues and restricting provincial expenditures to urgent services. Strict financial controls were introduced, including mandatory authorization for treasury disbursements and regular audits. Col. Munro also initiated land revenue surveys and settlements, such as the 1815 survey, to improve revenue management. He reduced redundant income sources, eliminated inefficient expenditures, and introduced systematic accounting practices. These reforms laid the foundation for modern financial administration in Travancore, transitioning from a fragmented, corruption-prone system to a structured, centralized framework. The changes not only addressed immediate financial crises but also strengthened long-term fiscal stability, marking Col. Munro's tenure as pivotal in Travancore's financial modernization.
