Vol. 28December 2021pp. 80-98English

Summary

The article examines the historical and contemporary significance of traditional tank management systems in South India, particularly in Tamil Nadu, Andhra Pradesh, and Karnataka. It highlights the decline of these systems due to mismanagement, inadequate maintenance, and poor community participation. Originally constructed to store monsoon rainwater, these tanks (eri) served as vital infrastructure for irrigation, water storage, and supporting local ecosystems. The system relied on community involvement and local governance structures like panchayats and nirgantis for effective water management. Despite their historical importance, tank irrigation has declined due to factors like groundwater over-extraction, population growth, and changing rainfall patterns. The article emphasizes the need to revive these sustainable practices through better investment strategies, localized administrative responsibility, and public participation. It also underscores the ecological and socio-economic benefits of traditional tank systems, including flood control, groundwater recharge, and equitable water access for all social groups. Historical examples like the Grand Anaicut in Tamil Nadu and ancient water conservation techniques in Indus Valley cities are cited to illustrate India’s rich legacy in water management. The study advocates for the revival of these methods to address modern water scarcity and promote sustainable agriculture.

Conclusion

The decline of traditional tank management systems in South India highlights a critical lesson in sustainable water resource governance. The shift from community-driven maintenance and equitable water distribution to neglect and mismanagement has led to the deterioration of thousands of ancient tanks, exacerbating water scarcity in drought-prone regions. The article underscores the urgent need to revive these systems through localized administrative oversight, community participation, and strategic investments. By integrating traditional methods with modern practices, tank irrigation could address both agricultural needs and rural water security, offering a model for eco-friendly water conservation. The historical success of these systems, from the "Golden Age of Tanks" to structures like the Grand Anaicut, serves as a blueprint for sustainable water management in the face of declining groundwater levels and erratic rainfall patterns.
